AGH Leads Strategic Study Visit to The Netherlands with Suruhanjaya Tenaga and PETRONAS Gas Berhad
In January 2025, Asia Gas Hub (AGH) organized a strategic study visit to The Netherlands for Suruhanjaya Tenaga (ST) and PETRONAS Gas Berhad (PGB). The delegation met with key Dutch energy institutions including Gasunie, Gasterra, and ACM (Authority for Consumers and Markets) — gaining first-hand exposure to Europe’s most successful gas market ecosystem centered around the Title Transfer Facility (TTF).
The visit aimed to:
- Learn from Gasunie on the design and operation of integrated import, regasification, and gas trading infrastructure to guide Malaysia’s development of its next-generation terminal and market hub;
- Engage with Gasterra, the Dutch gas trader managing TTF market operations, to understand commercial mechanisms, market balancing, and trading structures that enhance liquidity and transparency;
- Exchange with ACM, the national energy regulator, on regulatory frameworks, governance models, and consumer protection policies that ensure fair and efficient market functioning; and
- Identify key innovations and collaboration models across policy, operations, and digitalisation to strengthen Malaysia’s transition toward a liberalised gas market.
Insights from the visit will support PGB’s ambition to develop a new regasification terminal aligned with open-access principles, and reinforce AGH’s rollout of the Malaysia Gas Exchange (MGX) — a digital marketplace enabling transparent price discovery and efficient trading.
Together, these initiatives pave the way for Malaysia’s transformation into a transparent, competitive, and regionally connected gas trading hub inspired by the Dutch TTF model.
